The best evidence to prove something would always be the official records of the government and when one speaks about official records, it is a given that they must have been obtained from the official government offices that keep copies of the records in question. The other would be to make the request in person, which means that the person interested in the records should be at the office, though it would take shorter given that the person is already there.
